[OSCI] Ubuntu package nova-compute is missing a file

the file network.filter that is in the Nova-network is missing from the Nova compute and is needed by the Ml2 plugins
need to repackage with it.

Please explain your request in more details, because "nova/rootwrap/network.filters" file is already packaged inside the nova-network rpm/deb

adding some more information:

in CentOS, nova-common package include /usr/share/ directory which include network.filters file. this package is deployed on both network and compute.
however, Ubuntu had packaged those files differently, using 2 debs : nova-network and nova-compute. the file is located only in Nova-network, and is not deployed on compute.

our ML2 plug-in need it on the compute.

Packaging a same file in two different packages is definitely a bad practice.

2library team: please consider either installing the nova-network package on Ubuntu compute nodes, or deploy this particular file via puppet manifests.

This bug was fixed by adding the missing file using puppet manifests.

Nevertheless, please add this file to 'neutron-plugin-mlnx' on Ubuntu when you'll have a chance.
