Bug Description

Sometimes when rebooting Fuel master, the Cobbler internal docker0 IP changes, breaking dhcrelay. We need to update the IP address in /etc/dhcrelay.conf with the watcher script to kill and restart dhcrelay if the IP is wrong.

    Update dhcrelay config via dhcrelay_monitor

    dhcrelay_monitor restarts dhcrelay if it is not started
    or dies. It should also update its config for the current
    IP of Cobbler because it could change after reboot.
