[ui] We should separate Openstack debug flag and Puppet debug

Bug Description
At current time we have one checkbox in UI for enabling debug.
This checkbox enables Openstack debug logging and Puppet debug logging at time.
I propose make separated "Deploy debug logging", that will be enabled by default, and will enable debug logging only for deploy procedure.
Note: Puppet logs without debug don't help us for resolving huge of issues.

I believe we should do the following:
1 - always log with debug for puppet, but only show WARN level on UI
2 - debug enables debug mode for UI plus all the other usual effects
