Need to update packages for all web services, which are available from external network

Need update all packages of all web services which are available from the external network on Fuel master and OpenStack nodes to the latest versions:

- SSH ( openssh-server-6.6 ) - now we use 5.3p1 in Fuel 5.0
- Apache/httpd ( httpd-2.4.9 and apache2.4.9 ) - now we use httpd-2.2.15 in Fuel 5.0
- Rsync ( rsync-3.1.0 ) - now we use 3.0.6 in Fuel 5.0
- Nginx ( nginx-1.6.0 ) - now we use 1.0.15 in Fuel 5.0
- Cobbler ( cobbler-2.6.1 ) - now we use 2.2.3 in Fuel 5.0
- File share service - what we use to share files on Fuel master node, port 8080?

Not actual for 5.x, because for 5.x we will take new packages from the upstream repositories.

We should be running the same version as is already available in the comparable upstream version unless there is a significant and compelling reason to be running a newer version.

Fuel 4.1.x most likely will not released, the critical bugs and security patches are going to be released only.
It's recomended to use newer versions of Fuel like 5.x and 6.x.
