Add neutron-lbaas-agent package to Mirantis repos

Bug Description

Starting from OpenStack Havana release Neutron LBaaS is part of upstream Neutron.
However, all Mirantis repos do not include neutron-lbaas-agent package.

Customers have to obtain this package elsewhere in order to configire LBaaS.
Please add neutron-lbaas-agent to 4.1.2, 5.0.1, 5.1 and to all future release repos.

Please add these packages to http://fuel-repository.mirantis.com/fwm as well.
Repo at http://osci-obs.vm.mirantis.net is not accessible from external network outside Mirantis.

Please add ALL of the neutron sub packages are avilable like neutron-fwaas-agent and neutron-plugin-linuxbridge-agent this applies to Ubuntu and RHEL

fuel-docs should also be updated to explicitly state that these packages are provided in a repository on the Fuel master node, but their deployment is not handled by Fuel and is not officially supported as part of Mirantis OpenStack.

Also we need these packages in fwm mirrors for 5.0.1 and 5.1.

    Add all neutron packages to requirements

    It has come up in several requests that we should have packages present for
     all of the neutron components so that any patches we might have included are
     present in the repos on the fuel-master.

    This is not intended to be a "fuel suppports ..." but rather enables users to
     customize their deployment accordingly and not have to find packages that
     where not built from the same sources which would cause more problems for
     them.

We still need versions for 5.0.x and 4.1.x but they should only be present on mirror and not added to the iso by default.

Why we need that subpackages in ISO at all? Officially we don't support LBaaS or FWaaS or VPNaaS, so what is point to place them to ISO? We need them just in repos.

Not to ISO, but to Mirantis public repositories only.
For those who going to set LBaaS manually.
We still have customers, running large 4.1 deployments.

Although there is no official support, could post a tutorial on how to deploy and VPNaaS LBaaS?
I just need to install the packages in the respective Controllers?
