1. Create new environment (CentOS, HA mode)
2. Choose nova network
3. Add 3 controllers
4. Start deployment. It has failed.
5. Start OSTF tests
6. Test "Request image list" has failed on step 2 with error: Images list is unavailable. . Please refer to OpenStack logs for more details.
7. On primary controller (node-1)

There is no Active image and we expect al least 1. So we shoulld change validation in test, and check if response is empty list we should understand that all is ok
