Add tests for verification ha deployment with ceilometer

in 4.1 we verify by system tests only deployment of simple mode with ceilometer and mysql backend. We need to add ha verification and delete tests for verificaton of mongo backend according we do not suppert mongo backend for ceilometer in 4.1

    4.1.1 Delete ceilometr mongo tests

    We do not support mongo as backend in 4.1.1
    So tests check mongo role will always fail.
    Delete tests for verification deployment of ceilometer
    with mongo support and add tests for
    ha deployment with ceilometer

Actually test was merged and executed on our CI, so we can close this issue
