WARNING: Failed to execute tcpdump. Check it is installed and in the PATH

This error happens if we try to install this package inside container. It won't work, but on master node it works fine. So problems inside package decencies.

this warning is probably in scapy, and it is legacy stuff
nailgun-net-check uses libpcap which tcpdump uses internally, so dhcpcheck should work
but net_probe will probably fail, because it relies on modprobe 8021q - maybe priviliged mode will work
