[devops] Fuel CI for partners: document integration

We need to document process of integration of partners / drivers into Fuel CI system.

A good example how it was done is OpenStack Neutron, where there are multiple CI slaves attached to OpenStack Infra, which can +1 or -1 changesets.
We have two projects in pipeline, and so we need to make it happen. Let's figure out what is required, prepare scripts and documentation.

Guys the situation with Mellanox bug https://bugs.launchpad.net/fuel/+bug/1369988 showed that we need to raise the priority.
External CI is a must.

We're currently working with Mellanox guys, they know where to write if something went wrong.
So I think we could provide them our draft and they could try it.

So moving to 6.1 and implementing that workflow.
