Bug Description

Deployment fails on ISO #188 with the following error:

Could not prefetch neutron_subnet provider 'neutron': File: /etc/neutron/neutron.conf does not contain all required sections.

It's nodes 1-5 in the snapshot.

Ryan, you have problems with qemu-kvm package installation which leads to problems with dpkg status and thus failure of ALL packages installations. This seems pretty much like a duplicate of

I can confirm that it works for me -
 I'm running Ubuntu HA (with 1 controller) + Cinder on separate node, Neutron GRE, and deployment was successful..
