Add Openstack logs in UI (for all cases and services)

Currently we have only core Openstack services logs in UI and only for DEBUG=true case.
The issue could be addressed for all log cases and all OS services - as far as step2 of https://blueprints.launchpad.net/fuel/+spec/refactor-logging-puppet-openstack-services implemented.
Once we accepted the new patch for use_syslog_rfc_format in Fuel manifests, this issue would became resolvable for UI as well.

The patch adds missing logs in UI for debug = true case. It is absolutely harmless to accept it in 5.0...

In 5.1 release the patch will automatically provide the same for non debug cases as well (thats why I put in commit message it depends on https://review.openstack.org/90980 - but actually it works w/o it)
