Bug Description

The diagnostic snapshot feature doesn't read nailgun DB host variable correctly.

Does it ignore host ip or what?

from dump_config:
{"username":"nailgun","dbhost":"localhost","password":"nailgun","type":"postgres","dbname":"nailgun"}
localhost is not the db host value in nailgun's settings.yaml.
