OS controller can't be deployed, UI shows an error

Steps:
Create cluster of 3 nodes:
- Ubuntu
- Multi node without HA
- Networking - GRE with VLANs
- Enable 3 platform products (Sahara, Murano, Ceilometer)
- Assign nodes
- Start deployment (virtual box, Linux host)

Deployment ends with error shown on GUI:

Same image, same environment, the only change - Sahara and Ceilometer are off, Murano is on, has been installed successfully.
