Instance failed to get Active state

On our Fuel CI smoke tests simple flat fails according to instances are not boot(do not become active)

there are two problems:

1) libfuse2 library is missing on the compute node - we need it otherwise guestfs is not imported and
2) we have cpu_allocation_ratio set to 1.0 and this leads to problem with spawning of 2 VMs on the host with the only CPU
