OSTF test "Create volume and attach it to instance" creates a volume with error state

1. Create new environment (Ubuntu, HA mode)
2. Add 3 controllers, compute and cinder nodes
3. Start deployment. It was successful
4. Start OSTF-tests
5. Test "Create volume and attach it to instance" creates a volume with 'error' state and has failed on step 2 with error: Failed to get to expected status. In error state. Please refer to OpenStack logs for more details.
6. I manually created a volume in Horizon and it has 'available' state
