haproxy reload fails due to missing namespace

Bug Description

In some HA deployments we can see this error message:

(/Stage[main]/Openstack::Ha::Mysqld/Openstack::Ha::Haproxy_service[mysqld]/Exec[haproxy reload for mysqld]/returns) change from notrun to 0 failed: export OCF_ROOT="/usr/lib/ocf"; ip netns exec haproxy /usr/lib/ocf/resource.d/mirantis/ns_haproxy reload returned 255 instead of one of [0,]

this happens due to pacemaker puppet provider returning immediately instead of waiting for haproxy to start on the particular node.

    Add haproxy reload workaround

    Increase sleep time and retries amount
    Also grep for netns
