Add IBM to the Nailgun Agent REMOVABLE_VENDORS list

Bug Description

It was reported by customer that some IBM servers have Adaptec RAID controllers on-board with vendor ID changed to IBM.

These Adaptec/IBM controllers are also reported to Linux kernel as removable devices.
Due to this issue customer is unable to deploy OpenStack using Fuel.

Please consider to add IBM to REMOVABLE_VENDORS list in
https://github.com/stackforge/fuel-web/blob/master/bin/agent

This issue is already fixed in Fuel 4.1 patch, located at the following link, but still not fixed in mainstream Nailgun agent code

    Some Adaptec controllers shipped with IBM hardware have

Why don't we do this filtering on nailgun since it might need to be updated frequently, and updating the agent after deployment is currently very painful.

We are going to remove this filter at all.
Instead, agent should report all devices, but nailgun by default should
apply partitioning to non-removable devices only.
