Bug Description
1) As is common in other OpenStack repositories, the flake8 tests should run as a separate job. This will allow for a clearer reason on gerrit as to why the job fails.
2) Also we should include the Jenkins scripts in the repo, like we do in fuel-library so that we can run them prior to submitting our code.
