See "Received report to process" in logs.
For HA envs, reports consume additional time to finish the deployment for every node.

    Disable reports for puppet apply

    That would shorten the deployment a bit.
    The previous attempt was done in
    "c5331a0 - Dmitry Ilyin, 9 months ago :
    Disable puppet reports causing agent hangs"
    but was lost while moving to the masterless
    mode.
