Increase number of nova-api workers

By default only one nova-api worker will be created. We should run one worker per CPU which will be the default in future OpenStack releases.

Number of CPUs will be the default but it doesn't seem like there's an overwhelming consensus (see https://review.openstack.org/#/c/69266/). If we can come up with a better metric then I'm all for it.

Note: In Nova upstream (currently for 'I'), by default the number of produced API workers *is* the # of CPU, see https://github.com/openstack/nova/blob/master/etc/nova/nova.conf.sample#L410-412
