Bug Description
During the deployment customer trying to not use sdb drive to keep it for some other stuff. But Fuel go and use sdb for raid1.
Expected behavior:
1. Show in UI that disk still used in that way.
2. Allow user to disable creation of raid devices and/or disable them automatically when user trying to free drives from being used by fuel/openstack.
