Horizon project tab fails to display

Steps to reproduce:
1. Download and install iso 147.
2. Create cluster with the following configuration:
    - nova-network flat;
    - centos simple;
    - ceilometer;
    - cinder lvm;
3. Add the following nodes:
   - controller;
   - compute;
   - cinder;
4. Deploy cluster.
5. Go to Horizon and switch to Project tab.

Expected result:
Tab is displayed normally.

Actual result:
There is an error message with text "something went wrong an unexpected error ha occured ..."

Oh, my fault. It is ceilometer related.

Not related to Ceilometer.

Dashboard crasing caused by line 27 horizon/templates/horizon/common/_limit_summary.html

This is because floating ips in use = -1 by default.

May be this caused by fix for this bug https://bugs.launchpad.net/nova/+bug/1220727

This bug should be fixed by python developer.
