Bug Description
I just cloned fuel-main and fuel-web repos and installed all requirements from https:/
cd fuel-web/docs
make html
I've got import errors than sphinx-docs and extensions don't installed. Need to add docs dependencies to requirements-

We try to keep requirements-* files for production ISO only, not even for development, neither for docs. Can we have another file to track deps for documentation builds?
