[nailgun] Can not start provision if node status isn't online

Сreate a cluster for separate use provision and deploy via REST API.
Nodes are bootstrapped successful, but for start provision node status should be online.

Refactoring is required, moved this bug to 4.1 release.

Need to remove such validation in case of separate provisioning\deployment and add it for ApplyChanges task manager only.

    Moved online node checking to before validation task

    Here we are fixing two problems

    * when we deploy cluster where we have
      offline nodes, we don't want to lock
      cluster's settings
    * we should skip all validation in case
      of separate deployment/provisioning
