Wrong development documentation for nailgun

We have problems with development documentation for nailgun

Recently one of our developers was trying to run tests with this instruction and he couldn't do it.

What need to do
1. create virtual machine with vanilla 12.04 Ubuntu
2. describe what need to install via apt-get for this env e.g. git, python-dev etc
3. make sure, that we have all needed eggs (I think right now we lost mock requirement)

And also maybe for nailgun development we should describe how to install environment with virtual env.

Is the problem in tests only or all the tasks described on the page should be verified?

That page describes things about tests in case of fuel-main. It's different in case of fuel-web. Should we cover all cases?

This task is about our nailgun development documentation, we need to make sure that user can run nailgun tests and run fake UI on vanilla Ubuntu (12.04, and *maybe* 13.10).

    [1251632] fix dev-doc Nailgun sections

    Nailgun test-related section is fixed in part of python tests.
