Bug Description

Steps to reproduce:
1. Create new environment with Neutron networks.
2. Change public CIDR.
3. Actual result: Neuron floating IP range is not highlighted as invalid if it is out of new public CIDR.
Expected result: Neuron floating IP range should be validated and highlighted as invalid.
