[EMC 3.0.0] OSTF does not work in EMC test environment

Bug Description

Steps to reproduce:
1 Go to the Health Check in fuel ui.
Actual results:
OSTF server is not available.

Hi, this problem can occur if Fuel master node was restarted and OSTF-server hasn't started yet.
Also, I don't see how this problem is related to plug-in. I think this bug should be in Fuel project.
