It is possibility to create cluster with only Neutron with VLAN segmentation. And vice versa user can create cluster with only Neutron with VMware DVS.

Need add requires to components.yaml in DVS plugin. Also user guide of DVS plugin should be updated according changes in Fuel UI wizard.
