VIPs from plugins are not available in nailgun API

We should add alias field to the example plugin so that OSTF can see the newly created VIP(s) at the following URL:
http://$FUEL_MASTER:8000/api/clusters/1/network_configuration/neutron

    Add alias and node_roles to example v3 plugin network_roles

    Added alias:
    Enables visibility in api/clusters/ENVID/network_configuration/neutron
    Default is empty.

    Added node_roles:
    Enables virtual_ips task to map node_roles to VIP assignment.
    Default is primary-controller, controller.
