VPNaaS plugin deployment fails on Neutron VPN agent start due to error in OCF script.

Pacemaker is unable to get VPN agent's pid

    Fix OCF script for VPNaaS plugin

    Pacemaker is unable to find VPN agent's pid on Ubuntu 14.04,
    fix get_worker_pid() function to support it

neutron+gre, 3 controller-node and 1 compute-node, ubuntu + vpnaas plugin

Steps:
1) Check that pcs resourses l3 stopped and vpn started
2)chech neutron agent-list
