Steps:
use 98 lbaas plugin
1. Deploy master node
2. Install plugin
3. Deploy simple env with neutron and lbaas enable
4. Create lb -pool and try to create lb-vip assigned to floating subnet (vips goes to error state)
5. Repeat step in horizon - the same result

1. install haproxy :)
2. change user_group to 'nobody' in lbaas_agent.ini
