get_console_log failed with IOError

some Tempest test cases failed with the following error log:
2015-11-26 08:10:26.527 3127 TRACE nova.virt.xenapi.vmops Failure: ['XENAPI_PLUGIN_FAILURE', 'get_console_log', 'IOError', "[Errno 2] No such file or directory: '/var/log/xen/guest/console.63'"]

We need add code to generate those console files to the plugin.

We need to copy https://git.openstack.org/cgit/openstack/nova/tree/tools/xenserver/rotate_xen_guest_logs.sh to dom0 then add a cronjob in dom0 to run it every few minutes.
