Bug Description
Some agents write "Agent out of sync with plugin!" to log each 30sec. Default agent_down_time = 30 must be greater than report_interval for each agent.
The value of report_interval installed at nova.conf to 10 sec but DVS agent sends itself status each 30 sec only.
