Bug Description
Fuel mos-iso#495 with dvs plugin 3.0.2 build#735
Steps to reproduce:
1. Deploy env with following nodes:
* Controller
* Controller
* Controller
* Controller
* Compute + Cinder
* CinderVMware
* ComputeVMware
2. Delete one controller node
3. Re-deploy cluster
Observed behaviour:
