Verified https://review.openstack.org/#/c/243129/ with fuel plugin-vmware-dvs 1.1.0. Cluster has deployed successfully.

Please don't fix bugs such way. Package source have to be unchanged during patching process. All patches should be attached as .patch file

Could you please run

    sudo grep -rn . /etc/apt

and provide the full output before and after the bugfix?
