Plugin not compatible with recent changes in stable/newton branch of fuel-library

Plugin code needs to be updated to reflect recent changes in fuel-library project:

1) https://github.com/openstack/fuel-library/commit/741ce9e47a5cf6ddf07f95409f58ff17a3788ab4
   We are using override resources to change configuration of dhcp agent and L3 agent in
   https://github.com/openstack/fuel-plugin-opendaylight/blob/master/deployment_scripts/puppet/modules/opendaylight/lib/puppet/parser/functions/odl_hiera_overrides.rb
   We need to add configuration_options hash where we define that we do not want to create resources, just update them. Details: https://github.com/openstack/fuel-library/blob/master/deployment/puppet/osnailyfacter/lib/puppet/type/override_resources.rb

2) There are changes in neutron related tasks, we need to update corresponding tasks in plugin. Details: https://github.com/openstack/fuel-library/commit/8cef8a787e5430798da923d16df8cf35aededdf9
