Bug Description

fuel: 9.0-mos-508
nsxv: 689
       Scenario:
            1. Upload plugin to the master node.
            2. Install plugin.
            3. Create cluster with vcenter.
            4. Add 3 node with controller role, 3 ceph,
               compute-vmware, cinder-vmware.
            5. Deploy cluster.
            6. Run OSTF.

AssertionError: Failed 4 OSTF tests; should fail 0 tests. Names of failed tests:
  - vCenter: Launch instance, create snapshot, launch instance from snapshot (failure) Failed to get to expected status. In error state. Please refer to OpenStack logs for more details.
  - vCenter: Launch instance (failure) Failed to get to expected status. In error state. Please refer to OpenStack logs for more details.
  - vCenter: Check network connectivity from instance via floating IP (failure) Failed to get to expected status. In error state. Please refer to OpenStack logs for more details.
  - vCenter: Create volume and attach it to instance (failure) Failed to get to expected status. In error state. Please refer to OpenStack logs for more details.
