Bug Description

This switch is for:
1. False.
Creates/uploads certificate through self._create_ssl_cert.
It will generate self signed certificate if metadata_nova_client_cert and metadata_nova_client_priv_key are omitted.
2. True.
Disable ssl.

Additionally we can lock or hide fields(if True) nsxv_metadata_nova_client_cert and nsxv_metadata_nova_client_priv_key to emphasize this behaviour.
