[nsxv] Router becomes broken on fresh vcenter reverted from snapshot

Bug Description
1. Revert vcenter images from snapshots, there is a shared NSX Edge Gateway.
2. In Horizon add default networks if they are not exist - net04, net04_ext.
3. Create a Router04 to link private and external networks. net04 - net04_ext
4. Check network topology.
5. Add instance on net04. Check that external network is available. Ping 8.8.8.8
6. Add new private network - net01.
7. Create a new Router01 to link net01 and external network. net01 - net04_ext.
8. Create an instance on net01.
9. Check connectivity from instances on net01, net04 to external ip address.
It does not work.
10. Check network topology.
The Router01 is not present.
It can be fixed by redeploying NSX Edge Gateway.

Reproducible on:
NSXv 6.2
Fuel 8.0
1. Configure network with 2 subnets.
2. Add router and set gateway.
3. Connect created network to router.
4. Launch an instance from subnet.
5. Ping 8.8.8.8 from instance.
Ping is unsuccessful.
