Steps to reproduce:
1. Deploy cluster
2. Add node with compute role
3. Redeploy cluster
4. Run OSTF
Actual result:
OSTF failed. Instance creation in nova az leads to fail.

We have also similar issue with scale controller node. If we add controller nodes and apply (deploy) changes, instance creation in nova az will fail.
