After removing murano node services on the controller will be in "stop" status

Bug Description

Steps to reproduce:
1) deploy mos 9.1 with fuel murano plugin 1.2.0 on the controller
2) add murano node and deploy changes
3) check that murano services on the controller are stopped. murano services on the controller are running
4) delete murano node and deploy changes
5) check that murano services on the controller

Expected result:
murano services on the controller are running

Actual result:
murano services on the controller are stopped

Work around:
after removing murano node user should connect to controllers and start murano services manually via "service murano-engine|api|rabbitmq start"
