Manila share created from snapshot has error status (Generic)

Issue found during testing manila service installed using fuel-plugin-manila (Mitaka 9.1)
Configuration contain generic and NettApp driver backends. Same scenarios run against both back ends. And it fails with generic driver.
How to reproduce:
1) Create share type (set Generic as a backend)
2) Create share using (1)
3) Create snapshot using (2)
4) Create share using snapshot(3)

Actual result:
 Created share is in Error state
Expected result:
 Share successfully created

Future investigation shows that issue related to manila service itself.
Corespondent defect opened for manila project for future investigation
