Bug Description

If unauthorized certificates used for Cluster with TLS enable, Manila CLI command response with warnings :
Same behavior for self-signed certificate option.For proper services functionality
require settings enabled : Secure access to Horizon enabling HTTPS instead of HTTP

Warning message after manila CLI command execution:

/usr/lib/python2.7/dist-packages/urllib3/util/ SNIMissingWarning: An HTTPS request has been made, but the SNI (Subject Name Indication) extension to TLS is not available on this platform. This may cause the server to present an incorrect TLS certificate, which can cause validation failures. For more information, see

/usr/lib/python2.7/dist-packages/urllib3/ SubjectAltNameWarning: Certificate for public.fuel.local has no `subjectAltName`, falling back to check for a `commonName` for now. This feature is being removed by major browsers and deprecated by RFC 2818. (See for details.)
