Bug Description

If unauthorized certificates used for Cluster with TLS enable, Manila CLI command response with warnings :
Same behavior for self-signed certificate option.For proper services functionality
require settings enabled : Secure access to Horizon enabling HTTPS instead of HTTP

Warning message after manila CLI command execution:
