Bug Description

Some OSTF tests in BVT and smoke tests failed :
Failed OSTF tests :
 Check pacemaker status
 Check state of haproxy backends on controllers

Manila plugin Build #190

Steps to reproduce :
1. Install plugins to the master node + upload Manila_Image
2. Create a new environment with following parameters:
   * Networking: Neutron with tunneling segmentation
   * Storage: Cinder Ceph
3. Enable and configure Manila plugin.
4. Add nodes with following roles:
   * Controller + Ceph-osd
   * Controller + Ceph-osd
   * Controller + Ceph-osd
   * Compute + Ceph-osd
   * Ceph-osd + Manila-share + Manila-data
 5. Deploy the cluster.
 6. Run OSTF (fail)
 7. Verify Manila service basic functionality (share create/mount).

Actual result :
OSTF test fails:
 Check pacemaker status
 Check state of haproxy backends on controllers Expected result :
 All steps should complete without errors

    Fix installation

    There was the unexpected problem. Suddenly the python-heat package
    depends on the python-manilaclient package in ubuntu. And when the
    plugin removes python-maniliaclient for changes this by its own ones,
    this action destroys the heat completely.

    This patch provides the workaround of that.
