Contrail - kafka borker id higher than the "reserved.broker.max.id" causing kafka to fail

Environment:

Contrail 3.0+
Fuel 9.2 Mitaka
Contrail Plugin 5.1.0

Infrastrcture:
100+nodes with many compute nodes added and deleted periodically for testing and maintenence

How to reproduce:
Delete one of the contrail analytics node,rebootstrap,re-add and do deploy-changes

For some reason newly added node is getting a kafka borker id of 2103

When starting kafka it says
Broker.id must be equal or greather than -1 and not greater than reserved.broker.max.id

Work around:
setting
reserved.broker.max.id to 2200 and restarting fixed the issue or changing broker id to 100
