Deployment of cluster with GCS plugin and Ceilometer leads to lost connetction to swift.

Steps to reproduce:
    1. Install GCS plugin
    2. Create an environment
    3. Add following nodes:
        * 1 controller + mongo-db
        * 1 mongo-db
        * 1 cinder + mongo-db
        * 2 compute
    4. Configure GCS plugin
    5. Deploy the cluster
    6. Run OSTF
    7. Verify GCS plugin

OSTF test cases fail because TestVM image is not uploaded:

The reproducibility is not 100%, in our case it is 15 out of 19.

Latest update: Reproducibility rate has fallen to 1 out of 10, lowering priority to low.

Lowering priority as the reproducibility rate is very low, and looks like this is not an issue related to GCS plugin - more likely product issue with this specific setup. High -> Low

The described issue does not affect cinder backup driver operations.
Proposed workaround is to add the TestVM image manually before running OSTF tests.
