monit code cant be turned on, isn't tested and probably doesn't work

If we get in our way back machine https://review.openstack.org/#/c/152950/ reverted enabeling monit. Since then, it's barely received a cursory glance, its not maintained. It cant be enabled and isn't covered with any testing.

At this point it's just adding to the tech debt and should be dropped.

    Drop incomplete monit support

    monit suport was enabled over a year ago and then promptly reverted in
    Icef28222b978ef90d5f5845acda85685e2c74d3f and hasn't been able to be enabled,
    tested, or maintained since. Coupled with major changes in granular roles,
    the way we manage services, and test the code should be dropped and is welcome
    to be reproposed according to current standards
