Bug Description

This is bug for refactor code inside openstack::nova::controller.

Right now we use some deprecated params(quota_volumes, quota_volumes etc) and have no ability to use new options, like:
quota_ram, quota_fixed_ips etc.

Also upstream nova module is missing quota_server_group_members and quota_server_groups. This also should be fixed and updated puppet module to recent one.

    Refactor nova quota usage

    Remove deprecated options and introduce new quota options.

    quota_server_groups, quota_server_group_members.

    This patch switches to usage of new parameters.
