Bug Description
Running salt.highstate results in the following error:

It means that stevedore version from python-fuelclient's requirements is conflicting with previously installed stevedore. In normal Fuel build as ISO it's not a problem, because services using stevedore are running in containers. Here, in fuel-dev-tools, we should make separate virtualenv for fuelclient.
