RPC timeout when we validate Heat resources

Bug Description

We have faced with the following error from heat-engine logs during spawning 48 instances using heat: http://paste.openstack.org/show/593112/

We need to increase rpc_response_timeout parameter in Heat config. I suggest to use Fuel experience and set the parameter to 600 (10 minutes).

environment description:
200 hardware nodes, calico network. ccp configs are attached

    Set rpc_response_timeout to 600 for heat

    This patch add rpc_response_timeout=600 to heat.conf to configure it to
    use Heat on scale like it was used in Fuel.
